I have examined the accompanying Ordinance, entitled "Ordinance for the Naturalization of Lai Sui Fong.",

and I am of opinion that the Ordinance is one which is not contrary to the Governor's Instructions.

The Ordinance is drawn in the form usual in this Colony.
